LIBBY PRISON STILL IN RICHMOND.

It was expected that the Chicago purchasers of the Libby Prison building would have commenced the work of tearing down and removing the structure to that city before this. Mr. J. H. Palmer of Richmond, the owner of the prison, said yesterday he had not heard from Mr. W. H. Gray since his return to Chicago. That gentleman, Mr. Palmer said, had made but one payment on his purchase and he would not be permitted to move as much as a brick until he had paid $28,000, the full amount of the purchase money, as has been agreed on.
