I have the honour to report in regard to the communication & accompanying Requisition for Fuel, from Surgeon Patton P.A.C.S. for use of sick & wounded officers at Bellevue Hospl; that only officers on duty at this post draw commutations for quarters (when such cannot be obtained), for fuel & forage, those not on duty draw nothing except forage when the officer has a horse mustered into the service. The Q.M. (Capt. Whitfield) has not supplied officers in daily fuel, but has commuted it. The Government not supplying accommodation, subsistence for sick & wounded officers. They have remained at the Hotels & boarding houses generally; to a small extent they have in violation of established rules been received at the General Hospitals of Richmond, but they have generally been charged board for the benefit of the Hosl fund, as they are supposed to consume rations, fuel, &c belonging to the Hosls. They have been charged a weekly sum varying from $6 to $10. Such officers are entitled to Medl attendance & medicine & if this Hospl is put aside exclusively for sick Confederate officers, I recommend that in care Surg. Bolton cannot otherwise obtain subsistence & fuel for the occupants of his private Hosl that he be furnished them at the commutation price.
