Japan Buying Armament at Richmond.

Richmond, Va., Feb. 12. – It is authoritatively stated that a representative of the Japanese government was in the city for the purpose of making arrangements with the Richmond Locomotive works and the Tredegar Iron works for manufacturing projectiles and armament for the Japanese navy.
