From the Richmond Examiner, 3/15/1866, p. 3, c. 3
THE BURNT DISTRICT is rapidly building up with substantial stores, but those who occupy them find one great difficulty in advertising their place of business, because of the absence of numbers and all points of location. Save between streets there is no designating point. This difficulty, we understand, will be remedied as speedily as possible by Messrs. Starke & Mills, who will proceed at once to the numbering of the building improvements within the burnt district as well as elsewhere throughout the city.
