From the Richmond Dispatch, 8/15/1864, p.1, c. 5

The Bread Question. – The committee appointed at the last meeting of the City Council to make arrangements for the establishment of agencies in the upper and lower wards of the city for the purpose of selling bread to our citizens at reduced prices, have nearly completed their plans, and promise, in a short time, (of which due notice will be given) to commence operations. Messrs. Alexander Garrett and Richard Adam have received the contract to do the baking, and all that they require to ensure a supply of bread sufficient to answer the wants of the public at nearly half the price which is now demanded is protection from impressment by the Government of the flour which they may purchase. Secretary Seddon has always shown a readiness to do all in his power for the benefit of our citizens, and we feel sure that in this instance he will not refuse his influence towards shielding the people from the grasping demands of the speculator and extortioner in the “staff of life”.
