NEW CELLS are being prepared at the Libby for the reception of Richard Turner, once turnkey himself of the same prison, and James Shields, Fifth United States Artillery, now awaiting the sentence of a military commission for the murder of a man named Taylor, coachman of Dr. Sterling, of Williamsburg. It is apprehended that the sentence of Shields will involve his “last appearance” in this or any other country within the next month.
