I hand you a list of all that are on hand, this day issuable, but I am putting up daily, (and nightly) about 20,000 small arms cartridges, and 6 pounder gun and 12 pounder howitzer ammunition, to the extent off all the means I have.

I labor under difficulties arising from want of materials, want of practical information in the workmen (for this is all mew to our citizens), and want of machines to save labor.

I hope the general will duly consider these facts and bear with me patiently as he can. Every day gives [page break] experience and increased results.
