Sir,
It is with a sense of duty as well as pleasure that I recommend Lieut. W. K. Tabb as a soldier accomplished in his profession and a Gentleman of many virtues for Promotion. The manner in which he has conducted the Military Command of the Guard of this Hospital, the largest in the Government - containing over 4,000 souls, entitles him justly to the Rank of Captain, while his military attainments better fit him for the command of a Regiment in the field.
