Still Rising. – The waters of James river gave every indication yesterday that they designed to commit some aquatic eccentricity. Nearly all of the islands opposite the city were submerged, and the water was but a few feet from the flooring of the bridge. The flats between Broad and Franklin streets were covered: one portion of Cary street was blockaded by water; the greater part of Rocketts was covered, and the river was still rising – The effect of the recent snow is just beginning to show itself here.
