Belle Isle. – Orders were issued yesterday to fix up this place for the accommodation of a large number of Yankee prisoners. Tents will be put up first and huts afterwards, if the timber can be procured. In this manner the Government is acting on the supposition that the Yankee nation will refuse to exchange its subjects.
