From the Richmond Dispatch, 2/24/1863, p. 1, c. 4

City Council. – A special meeting of the City Council was held yesterday afternoon at 4 o’clock.

…Mr. Grattan, from the special committee on the City Alms House, made a report and submitted the following, which was adopted:

It having been represented to the Council that it is of great importance to the Confederate authorities that they should be permitted to retain the use of the building erected by the Council as an alms house, as a hospital for sick and wounded soldiers of the Confederate army; Therefore,

Resolved, That the Confederate authorities be authorized to occupy the said building for the purposes aforesaid at a rent of seven thousand dollars per annum, commencing on the 1st day of January, 1863 and payable quarterly; Provided, that the said building and no part thereof, shall be used as a hospital for persons suffering from small pox or varioloid diseases.
