POSTMASTER AT RICHMOND.

--- Green, a Union refugee from Richmond, has been appointed Postmaster of that city. Mr. Green, was a wealthy citizen of Richmond who refused to take the oath of allegiance to the rebel government at the outbreak of the rebellion, and was consequently banished and his property confiscated.
