THE MAINTENANCE OF NEGROES. – We are informed that General Schofield has concurred with the City Council in their suggestion that the city of Richmond should bear the expense of supporting those negroes who were here at the time of the evacuation, and who have since then become paupers, and not those who have tumbled here and made this their abiding place since that time.
